Calaveras County Office of Emergency Services

Sheriff Dennis Downum heads the County Office of Emergency Services (OES). This budget unit is funded through a variety of state/federal program grants and local funds. The function of County OES includes coordinating large scale emergency incidents, preparing emergency pre-plans, and acting as Chief Officer of the Calaveras County Hazardous Materials Team and Explosives Ordnance Disposal (EOD) Unit.

Coordination of Large Scale Emergency Incidents

County OES is the lead County agency responsible for the coordination of large scale emergency incidents. Among the planning and incident management actions of OES are:

  • Coordinate the operation of the Multi-Agency Coordinating (MAC) Group
  • Coordinate centralized press releases
  • Liaison with state, federal, and local agencies
  • Manage post-disaster recovery
  • Convene the Board of Supervisors for special sessions
  • Track costs and damages
  • Coordinate residential/commercial evacuation planning
  • Coordinate responses by County departments
  • Manage the County's Emergency Operations Center (EOC)
Emergency Pre-Planning

County OES coordinates the development and on-going use of three (3) emergency management preplans, including:

  • Multi-Hazard Functional Plan - The Multi-Hazard Functional Plan outlines the functions, responsibilities, and regional risk assessments of Calaveras County for large scale emergencies (i.e. wildland fires, hazardous materials incidents, flooding, dam failure, light airplane crashes, etc.). This Plan sets forth an operating strategy for managing these incidents.

  • Area Plan - The Area Plan specificially addresses the assessment and response to hazardous materials emergencies.

  • Multi-Agency Coordinating Group - The Multi-Agency Coordinating (MAC) Group is an emergency management team. It is composed of the major jurisdictional representatives in Calaveras County, who are responsible for responding to and managing broad based emergency events. These agencies include:

    • Calaveras County Administration
    • Calaveras County OES (acts as the MAC coordinator)
    • Calaveras County Sheriff's Office
    • Calaveras County Fire
    • California Department of Forestry
    • Pacific Gas & Electric
    • CalTrans
    • Calaveras County Water District (liaison for all wastewater and utility agencies in the County)
    • Angels Camp Police Department
    • California Highway Patrol
    • U.S. Forest Service
