Mission Statement
The mission of the Public Authority is to enhance the availability and quality of In-Home Supportive Services, to give Consumers and Providers a voice in IHSS and Public Authority policy, program development and operations, to provide Consumers with access to IHSS Providers who meet Consumers' service needs and to provide services that support a positive and productive relationship between the Consumer and the Provider.
What is The Public Authority?
The Public Authority is a legal entity separate from the County. The Public Authority was established by Calaveras County Ordinance No. 2722 under California Welfare and Institutions Code, section 12301.6. These laws require this unique public agency to:
  1. Create and operate a Registry to provide lists of screened workers to IHSS Consumers for potential in-home employment.
  2. Arrange training and support services for both Consumers and Providers.
  3. Become employer of record for IHSS Independent Providers for collective bargaining purposes.
  4. Provide opportunities for Consumers and Providers to have a voice in program and policy development.
Staff
Staff There are currently three staff members of the Public Authority:
  1. MANAGER: Colleen Reeves
    Reports to the Governing Body. In cooperation with the Public Authority Advisory Committee, is responsible for management and administration of the Public Authority, including training and supervising Public Authority staff; acts as liaison to County Departments; provides staff support to the Public Authority Advisory Committee; represents the Public Authority at the local and state level regarding Public Authority issues; and is responsible for compliance with all relevant County, State and Federal laws, regulations and agreements.

  2. OFFICE TECHNICIAN: Teresa Sable
    Under supervision of the Public Authority Manager, oversees daily office management and operations, including receptionist responsibilities; provides clerical support to Public Authority staff and Public Authority Advisory Committee and subcommittees; and assists Public Authority Manger with development and review of office policies and procedures; assists with registry and training functions as assigned by the Public Authority Manager.

  3. REGISTRY AND TRAINING SPECIALIST: Bea Engel
    Under Supervision of the Public Authority Manager, implements policies and procedures related to the Public Authority IHSS Provider Registry, including registry database management; implements policies and procedures related to IHSS Provider and Consumer training and support services; performs all functions required to enroll Providers into the Public Authority Registry.
GOVERNING BOARD

The governing body of the IHSS Public Authority is the members of the Calaveras County Board of Supervisors.
